1. No Purchase Necessary

Neither a purchase of a product or service, nor any monetary payment, will increase a nominee's ability to win or is required to participate in the Neighbor of the Year Contest.

2. Sponsor

Columbia Bancshares, Inc., d/b/a Neighbors Bank, a Missouri Bank, having a place of business at 3621 Discovery Parkway, Suite 115, Columbia, MO 65201 ("Sponsor").

3. Eligibility

There are two types of eligibility to participate in the "Neighbors Bank Neighbor of the Year Contest" (the "Contest"), also known by the name "Neighbor of the Year Contest", "Neighbor of the Year", or any other name the Sponsor may deem appropriate for promotional purposes: (1) Eligible Nominators who may submit nominations, and (2) Eligible Nominees, who may be considered for prize awards, each as defined and subject to the conditions set forth below. Ineligible Persons (defined below) may not participate in any capacity.

Eligible Nominators

To be an Eligible Nominator, a person must, at the time of submitting a nomination:

• Be at least 18 years of age or the age of majority in their state of legal residence, whichever is older (19 is the age of majority in Alabama and Nebraska, and 21 is the age of majority in Mississippi);
• Be a legal resident of one of the fifty (50) United States or the District of Columbia, excluding the States of New York and Florida;
• Submit a complete and truthful nomination during the Nomination Period (defined below);
• Acknowledge, at the time of submission, that the nominee has been informed of the nomination and is an Eligible Nominee (see Section 5 regarding nominator acknowledgment);
• Not nominate themselves;
• Not nominate a member of their immediate family (as defined below); and
• Not nominate a person who resides in the same household.

Eligible Nominees

To be an Eligible Nominee, a person must, at the time of nomination and through at least January 2027:

• Be at least 18 years of age or the age of majority in their state of legal residence, whichever is older (19 is the age of majority in Alabama, and Nebraska and 21 is the age of majority in Mississippi);
• Be a legal resident of one of the fifty (50) United States or the District of Columbia, excluding the States of New York and Florida;
• Not reside in the same household as the nominating person;
• Not be the nominating person or an immediate family member of the nominating person;
• Currently reside in, or have performed the neighborly acts described in the nomination within, the Local Area (as defined below) identified in the nomination form;
• Be willing to complete eligibility verification before being named a finalist or winner; and
• Own/owned or have/had a valid right to occupy their residence in the Local Area (as defined below) when the neighborly acts described in the nomination form were performed and be able to provide satisfactory proof of residence upon request.

As used in these Rules, "Local Area" means the geographic area in which the nominee's neighborly acts primarily occurred, as identified by the nominator in the nomination form, which must include the city, county, or public school district in which those acts occurred, or a combination of adjoining or nearby cities, counties, or public school districts that are reasonably understood to constitute a single community. Sponsor reserves the right, in its sole and absolute discretion, to determine whether a nominated area qualifies as a Local Area for purposes of these Rules, a nominated area qualifies as a Local Area and a person resided within the Local Area when the neighborly acts described in the nomination form were performed.

Ineligible Persons

"Ineligible Person(s)" means employees, officers, directors, representatives and agents and their immediate family members and household members, regardless of relationship, of Sponsor and any associated advertising and promotion agencies, vendors, affiliates or other companies involved with the design, production, execution or distribution of this Contest. As used in these Rules, "immediate family member(s)" means spouses, partners, parents, step-parents, children, step-children, siblings, step-siblings, and the respective spouses and partners of any such persons. As used in these Rules, "Household member(s)" means persons living in the same residence as one or more of the above-mentioned employees, directors, officers, representatives and agents or immediate family members.

Sponsor is free to determine eligibility or ineligibility using such rigor, method(s), review, verification, research, document requests, and information requests as it chooses in its sole and absolute discretion. A NOMINEE, AS A CONDITION TO BEING NAMED A FINALIST OR WINNER, MUST PROVIDE SUCH PROOF OF ELIGIBILITY AS SPONSOR REQUESTS, AND MUST DO SO WITHIN SUCH TIME FRAME AS SPONSOR REQUIRES; FAILURE TO DO SO WILL, IN SPONSOR'S SOLE AND ABSOLUTE DISCRETION AND WITH OR WITHOUT NOTICE, DISQUALIFY THE NOMINEE FROM THE CONTEST.

As used in these Rules, the terms "you," "your," or the like, refer to any person who participates or seeks to participate in the Promotion, but in no event shall any such use be construed as expanding who may qualify as an Eligible Nominator or Eligible Nominee, as set forth in these Rules.

4. Contest Timing and Description

Nomination Period. Nominations will be accepted beginning at 10:00 a.m. Central Time ("CT") on August 3, 2026 (the "Nomination Start Time") and ending at 11:59 p.m. CT on September 1, 2026 (the "Nomination End Time") (collectively, the "Nomination Period"). All nominations must be submitted by the Nomination End Time to be eligible.

Finalist Announcement and Public Voting Period. Following the conclusion of Round 1 judging, Sponsor anticipates announcing approximately ten (10) finalists on or about September 11, 2026. Public voting is anticipated to open on September 14, 2026 and close on September 21, 2026 at 11:59 p.m. CT (the "Public Voting Period"). These dates are subject to change at Sponsor's sole and absolute discretion.

Winner Announcement. Sponsor anticipates announcing the winner of the Contest on or about September 28, 2026. Such announcement may be made earlier or later in Sponsor's sole and absolute discretion.

5. How to Nominate; Nomination Requirements

How to Nominate

Eligible Nominators may submit a nomination during the Nomination Period by visiting the Contest website at https://www.neighborsbank.com/neighbor-of-the-year/ (the "Contest Site"), completing the online nomination form in accordance with all instructions provided thereon, and submitting the completed form. Completing and submitting the online nomination form constitutes agreement to these Rules. A complete copy of these Rules is available on or accessible through the Contest Site.

Nomination Requirements

Each submission must:

• Be submitted by an Eligible Nominator during the Nomination Period;
• Nominate at least one (1) and no more than five (5) individuals, each of whom must meet the Eligible Nominee criteria set forth in Section 3, with each nomination naming a different individual;
• Include a complete and truthful description of the nominee's neighborly actions, consistent with the judging criteria set forth in Section 7; and
• Comply with all other requirements of these Rules.

Nominations that are incomplete, inaccurate, submitted after the Nomination End Time, generated by a script, macro, bot, or other automated means, or that otherwise fail to comply with these Rules are subject to disqualification at Sponsor's sole and absolute discretion. Nominations become the property of Sponsor and will not be returned. Sponsor's decisions are final on all matters relating to this Contest.

Nominations Per Nominator

Each Eligible Nominator may submit up to five (5) nominations during the Nomination Period, provided that each nomination names a different Eligible Nominee. No nominator may submit more than one nomination for the same individual. If more than five nominations are submitted by a given nominator, or if more than one nomination from the same nominator names the same individual, all nominations from that nominator may be disqualified in Sponsor's sole and absolute discretion.

Authorization to Send Marketing Communications

By submitting a nomination, you acknowledge that Sponsor and its affiliates and independent contractors may, to the extent permitted by applicable law, use the email address and other contact information you submit to send you marketing communications, updates, and information relating to banking, mortgage, financing, home, and related subjects. Sponsor does not currently intend to send unsolicited marketing communications to nominators or nominees in connection with this Contest, but reserves the right to do so to the extent permitted by applicable law and consistent with any consent provided. If you receive marketing communications from Sponsor, you may opt out at any time by using the unsubscribe link included in any such email or by contacting Sponsor directly; opting out of marketing communications will not affect your nomination or any nominee's eligibility. Sponsor remains free to contact you for any purpose relating to the operation or administration of the Contest regardless of any marketing opt-out.

6. The Prizes

One (1) prize will be awarded in this Contest (the "Prize"), as described below. The Prize is subject to the terms and conditions of these Rules.

Grand Prize (1 winner): Cash in the amount of Twenty Thousand Dollars (US$20,000) in U.S. currency. The approximate retail value ("ARV") of the Grand Prize is US$20,000.

Total ARV of the Prize: US$20,000.

The Prize will be paid to the winner by check or ACH transfer, at Sponsor's election, within four (4) weeks of winner confirmation and completion of all required documentation, including execution of the Prize Release and any other documents required by Sponsor pursuant to these Rules. Sponsor reserves the right to delay payment if any required documentation remains outstanding or if Sponsor requires additional time to complete background check or eligibility verification processes.

Winner is solely responsible for all applicable federal, state or provincial, and local taxes and any expenses associated with the Prize. The Internal Revenue Service requires Sponsor to issue and file Form 1099-MISC because the Prize value exceeds $2,000. Winner must complete and submit a W-9 form to receive the Prize. Sponsor reserves the right to withhold funds from any Prize remittance to the extent Sponsor determines necessary to meet any applicable tax withholding obligations.

THE WINNER IS STRONGLY ENCOURAGED TO ENGAGE THE SERVICES OF A TAX ADVISOR, AT THEIR SOLE EXPENSE, BEFORE THE AWARDING OF THE PRIZE.

The Prize is non-transferable and may not be substituted or redeemed for other property, except at Sponsor's sole and absolute discretion. Sponsor reserves the right to substitute a prize of equal or greater value if the designated prize is unavailable for any reason.

WINNER, AND EACH PARTICIPANT, AGREES THAT SPONSOR AND ITS AFFILIATES AND SUBSIDIARIES HAVE NOT MADE, AND ARE NOT RESPONSIBLE OR LIABLE FOR, ANY WARRANTY, REPRESENTATION, OR GUARANTEE, EXPRESS OR IMPLIED, IN FACT OR IN LAW, RELATIVE TO THE PRIZES OR THE CONTEST.

7. Judging; Finalist Selection; Winner Determination

This Contest is a judged nomination contest, not a random drawing. The winner will be selected following the judging process described in this Section 7.

Round 1 — Internal Judging

Step 1 — Sponsor Pre-Screening. Following the close of the Nomination Period, Sponsor will conduct an initial review of all nominations received to confirm eligibility and completeness (the "Pre-Screening"). Pre-Screening is limited to objective eligibility and completeness criteria, including whether the nomination was submitted by an Eligible Nominator during the Nomination Period, whether the nominee meets the Eligible Nominee criteria set forth in Section 3, and whether the nomination form is complete and sufficiently responsive to the submission requirements of Section 5. Pre-Screening does not involve any evaluation of the merit or quality of nominations. Nominations that are incomplete, ineligible, or otherwise fail to comply with the requirements of these Rules will be disqualified at this stage. All nominations passing Pre-Screening will be forwarded to the Judging Panel for review.

Step 2 — Judge Review and Scoring. All nominations forwarded following Pre-Screening will be reviewed and scored by the Judging Panel, consisting of at least three (3) judges selected by Sponsor in Sponsor's sole and absolute discretion (the "Judging Panel"). Sponsor reserves the right to expand the Judging Panel at any time, including after the Nomination Period has begun or closed, by adding one or more additional judges. Sponsor reserves the right, in its sole and absolute discretion, to assign nominations to Judging Panel members in such manner as Sponsor determines appropriate based on the number of nominations received and other factors Sponsor deems relevant; provided, however, that each nomination forwarded from Pre-Screening will be reviewed and scored by at least two (2) Judging Panel members. Each Judging Panel member will independently score each nomination assigned to them using the weighted rubric set forth below. No member of the Judging Panel may review or score a nomination submitted by a person known to them personally, and Sponsor reserves the right to replace any Judging Panel member at any time in its sole and absolute discretion. A nomination's final Round 1 score will be the average of the weighted rubric scores assigned by all Judging Panel members who reviewed that nomination.

Judging Rubric

• Positive Impact on Neighbor(s) or Community (25%): The depth and significance of the nominee's impact on those they helped, including whether their actions addressed a real need, solved a problem, or meaningfully improved someone's circumstances. Scored 1–5.
• Alignment with Good Neighbor Values (20%): The extent to which the nominee demonstrated qualities such as kindness, generosity, reliability, compassion, humility, and a willingness to help others without expectation of recognition. Scored 1–5.
• Scope of Impact (15%): The reach and depth of the nominee's impact. Judges should consider both the number of people, households, organizations or groups affected and the significance of the impact on those helped. A nominee may score highly for deeply impacting one person or family, positively affecting many people, or both. Scored 1–5.
• Frequency and Consistency of Neighborly Actions (15%): Whether the nomination describes repeated, ongoing, or sustained neighborly actions rather than a single isolated event. Scored 1–5.
• Evidence and Specific Examples (15%): Whether the nomination provides enough clear information, specific examples or supporting details for judges to fairly understand and evaluate the nominee's actions and impact. This category should focus on substance and clarity, not writing style, grammar or storytelling ability. Scored 1–5.
• Inspirational or Community-Building Quality (10%): The extent to which the nominee's story may inspire others or strengthen community connection, trust, pride, and neighborly support. Scored 1–5.

Score Key: 5 = Exceptional; 4 = Strong; 3 = Good/Meets Expectations; 2 = Limited; 1 = Weak or does not clearly meet criteria.

Each judge's category score will be multiplied by its assigned weight to produce that judge's weighted category score. Each judge's weighted category scores will be summed to produce that judge's total score for each nomination. The three judges' total scores for each nomination will then be averaged to produce a final Round 1 score for that nomination. The highest-scoring eligible nominations will advance to the finalist round, subject to verification, nominee consent, and compliance with these Rules. In the event of a scoring tie between two or more nominations at the finalist cutoff, Sponsor reserves the right to resolve the tie in its sole and absolute discretion.

Finalist Selection and Internal Review

Sponsor will select approximately ten (10) finalists from among the highest-scoring Round 1 nominations, subject to verification of eligibility and receipt of nominee written consent as described in Section 8. Sponsor reserves the right, in its sole and absolute discretion, to conduct additional review of potential finalists prior to public announcement and to exclude any potential finalist based on the results of such review or any other information available to Sponsor.

Round 2 — Public Voting

Following the internal review, Sponsor will feature the selected finalists on the Contest Site. Members of the public who are at least eighteen (18) years of age ("Eligible Voters") will be invited to vote for their favorite finalist during the Public Voting Period. To cast a vote, each Eligible Voter must provide their full name and a valid email address or telephone number ("Voter Contact Information") and must affirmatively acknowledge, by checking the designated confirmation box on the voting form, that they are at least eighteen (18) years of age. Voter Contact Information will be used solely for the purpose of verifying that each vote is cast by a unique, real person and for enforcing the one-vote-per-day limit; it will not be used for marketing or promotional communications without the voter's separate, affirmative consent. Submission of a vote constitutes the voter's agreement to these Rules with respect to the voting process. Persons under the age of eighteen (18) are not eligible to vote and should not submit Voter Contact Information. Public vote totals will not be displayed during the voting period. Sponsor will review and validate all votes before the winner is announced. The following additional voting rules apply:

• One (1) vote per Eligible Voter per day during the Public Voting Period;
• Votes must be cast by a human using the designated voting mechanism on the Contest Site;
• Automated votes, votes submitted by bots, scripts, macros, paid vote services, fake identities, vote exchanges, and vote manipulation of any kind are prohibited and will be disqualified;
• Sponsor reserves the right to remove any suspicious, fraudulent, or invalid votes; and
• Validated vote totals as determined by Sponsor are final.

Winner Determination

The potential winner will be determined based on the validated public vote totals at the close of the Public Voting Period, with the nominee receiving the highest number of valid votes being named the potential winner, subject to verification, compliance with these Rules, and Sponsor's sole and absolute discretion. In the event of a tie, the tied nomination with the higher Round 1 score will be used to break the tie. If a tie cannot be resolved by Round 1 scores, Sponsor will break the tie in its sole and absolute discretion.

Sponsor's decisions are final on all matters relating to the determination of the winner.

8. Winner Notification and Verification

The potential winner will be notified by Sponsor (by electronic mail, telephone, overnight courier, U.S. mail, or otherwise) promptly after the conclusion of the Public Voting Period and vote validation. The potential winner will be required, as a condition to being named the winner and receiving the Prize, to submit a signed statement of a form and content acceptable to Sponsor that, among other things: verifies and allows Sponsor to investigate and confirm their identity, eligibility, and residence; confirms agreement to these Rules; represents eligibility under and compliance with these Rules; confirms a release of claims against the Released Parties (defined in Section 9); and agrees to accept the Prize subject to all Prize parameters, conditions, requirements, and limitations (a "Prize Release"). Whether as part of the Prize Release or separately, the potential winner may also be required to submit a signed publicity release (unless prohibited by law), applicable tax documentation, and such other proof and information as may be requested by Sponsor.

The winner will be subject to a full background check (criminal and/or otherwise). The potential winner must return all requested documents, properly executed, within such time as Sponsor may request, but in any case no later than three (3) business days of notification and provision of such documents, including authorization to complete a background check and a completed fingerprint card to facilitate the completion of a background check. Non-compliance within this time frame, or non-compliance with these Rules, or if Prize notification is returned as undeliverable or otherwise ineffective, may result in disqualification of the potential winner, with or without notice, and the Prize being awarded to an alternative nominee.

In the event the potential winner is disqualified for any reason, or refuses to accept a Prize, the Prize may be awarded to an alternative nominee in Sponsor's sole and absolute discretion, using the next-highest vote total (or next-highest Round 1 score in the event of a tie), and the same process and requirements set forth in these Rules may be applied to any such alternative potential winner.

SPONSOR RESERVES THE RIGHT, IN ITS SOLE AND ABSOLUTE DISCRETION, TO DISQUALIFY ANY POTENTIAL WINNER BASED ON THE RESULTS OF A BACKGROUND CHECK OR SOCIAL MEDIA REVIEW, OR OTHER INFORMATION AVAILABLE TO SPONSOR, IF SPONSOR DETERMINES THAT AWARDING A PRIZE TO SUCH POTENTIAL WINNER MIGHT IN ANY WAY REFLECT UNFAVORABLY ON SPONSOR, ANY RELEASED PARTY, OR THEIR RESPECTIVE NAME, BRAND, REPUTATION, OR BUSINESS. Factors that could result in disqualification include but are not limited to any felony or misdemeanor convictions, pleas, prior arrests or charges, delinquency on debts or obligations, any act or omission involving moral turpitude, unethical behavior, discrimination, misconduct, fraud, deceit, wantonness, disregard of privacy, addiction, infliction of harm upon others or their property, affiliation with persons of notorious or unsavory reputation or having such a reputation, or any failure to authorize a background check.

9. Certain Conditions of Participation

By submitting a nomination or participating in the Contest in any capacity, each participant agrees to be bound by these Rules, including all eligibility requirements. Sponsor will collect personal identifying information from participants for the purpose of administering the Contest, notifying and disclosing the winner, and promotion of Sponsor's business relating to the Contest. Sponsor will not share such personal identifying information with unaffiliated third parties, except as necessary for the administration of the Contest, as otherwise provided by these Rules or in Sponsor's privacy policy, as authorized by the participant, or as required by law or legal process. Sponsor's use of personal identifying information submitted in connection with this Contest will be subject to the terms and conditions of Sponsor's privacy policy, available at https://neighborsbank.com/privacy/. Sponsor reserves the right to retain submission data, including nomination forms and supporting information, for a period of time following the conclusion of the Contest as Sponsor determines appropriate in its sole and absolute discretion, including for the purpose of responding to regulatory inquiries, complying with applicable legal obligations, resolving disputes, or otherwise administering and defending this Contest. Such retained data will be handled in accordance with Sponsor's privacy policy and applicable law. Voter Contact Information (name and email address or telephone number) collected from public voters during the Public Voting Period will be used solely for vote verification and enforcement of voting limits and will not be used for marketing or promotional purposes without the voter's separate, affirmative consent. Voter Contact Information will be retained only for as long as necessary to administer the Contest and respond to any regulatory or legal inquiries relating thereto, after which it will be deleted or anonymized in accordance with Sponsor's data retention practices and applicable law.

All materials submitted in connection with the Contest become the property of Sponsor and will not be returned. By accepting, and as a condition to being awarded, a Prize, a winner: (1) consents to the use of their name, image, likeness, photograph, voice, persona, and biographical material for advertising, publicity, and promotional purposes by Sponsor and its designees, in any and all media now or hereafter known, throughout the world, for ninety-nine (99) years, without monetary or other compensation and without further notification or permission, except as prohibited by applicable law; and (2) agrees to cooperate with Sponsor regarding post-Contest promotional efforts, which may include recorded interviews, photo or video opportunities, and other events. You agree to abide by the terms of these Rules and the decisions of Sponsor, which are final and binding, and waive any right to claim ambiguity in these Rules.

PARTICIPANTS ACKNOWLEDGE THAT SPONSOR IS OFFERING THIS CONTEST IN SIGNIFICANT PART TO PROMOTE ITS BRAND AND BUILD POSITIVE GOODWILL, WHICH MAY INCLUDE POST-CONTEST ADVERTISING AND PROMOTION IN CONNECTION WITH THE CONTEST WINNER AND THEIR STORY.

10. Limitation of Liability, Indemnity, and Disclaimers

PARTICIPANTS IN THIS CONTEST, REGARDLESS OF TYPE OF PARTICIPATION AND AS A CONDITION OF PARTICIPATION, GRANT A FULL RELEASE OF LIABILITY TO EACH RELEASED PARTY FROM ANY LIABILITY WHATSOEVER FOR ANY CLAIMS, COSTS, INJURIES, LOSSES OR DAMAGES OF ANY KIND ARISING OUT OF OR IN CONNECTION WITH THE CONTEST AND WITH THE ACCEPTANCE, POSSESSION OR USE OF THE PRIZE (INCLUDING, WITHOUT LIMITATION, CLAIMS, COSTS, INJURIES, LOSSES OR DAMAGES RELATED TO PERSONAL INJURIES, DEATH, DAMAGE TO, LOSS OR DESTRUCTION OF PROPERTY, RIGHTS OF PUBLICITY OR PRIVACY, DEFAMATION OR PORTRAYAL IN A FALSE LIGHT). UNDER NO CIRCUMSTANCES WILL ANY RELEASED PARTY BE LIABLE FOR ANY DAMAGES THAT IN THE AGGREGATE EXCEED THE TOTAL VALUE OF THE PRIZE DESCRIBED IN THESE RULES (US$20,000), NOR FOR ANY SPECIAL, CONSEQUENTIAL, INCIDENTAL, INDIRECT, OR PUNITIVE DAMAGES, REGARDLESS OF THE BASIS OF ANY CLAIM (INCLUDING ANY FORM OF NEGLIGENCE OR STATUTORY OR REGULATORY VIOLATION) AND REGARDLESS OF WHETHER ANY RELEASED PARTY WAS AWARE OF THE HARM, DAMAGE, OR LOSS SUFFERED OR ALLEGED. UNDER NO CIRCUMSTANCES WILL ANY RELEASED PARTY BE LIABLE FOR ANY ATTORNEYS' FEES, COSTS, OR OTHER AMOUNTS INCURRED BY YOU IN CONNECTION WITH ANY CLAIM RELATING TO THESE RULES, THE CONTEST, OR ANY PRIZE.

As used in these Rules, "Released Party(ies)" means and includes Sponsor, its advertising and promotion agencies, and any person and entity in whole or in part designing, administering, processing, fulfilling, or honoring any Prize, and any of the contractors, licensors, or suppliers of any of the foregoing, and any of the parents, subsidiaries, or affiliates of any of the foregoing, and any of the directors, officers, employees, agents, or representatives of any of the foregoing.

YOU HEREBY AGREE TO INDEMNIFY AND HOLD HARMLESS THE RELEASED PARTIES FROM ANY AND ALL CLAIMS, ACTIONS, INJURY, LOSS, LIABILITY, OR DAMAGES OF ANY KIND, INCLUDING BUT NOT LIMITED TO PERSONAL INJURY, DEATH, AND PROPERTY DAMAGE, RESULTING FROM YOUR BREACH OF THESE RULES, OTHER WRONGFUL CONDUCT, THE ACCEPTANCE, POSSESSION, OR USE OR MISUSE OF ANY PRIZE, OR YOUR PARTICIPATION IN THIS CONTEST OR IN ANY PRIZE-RELATED ACTIVITY.

Released Parties are not responsible for lost, late, incomplete, illegible, inaccurate, delayed, garbled, damaged, stolen, or misdirected submissions or nominations, or problems of any kind, whether mechanical, human, or electronic. Released Parties are not responsible for technical, hardware, or software malfunctions, telephone failures, lost or unavailable network connections, inability to access the Contest Site, inability to submit a nomination or vote, or fraud, incomplete, garbled, or delayed computer transmissions, whether caused by Sponsor, another Released Party, or by any equipment or programming associated with the Contest.

Should any portion of the Contest be, in Sponsor's sole and absolute discretion, compromised by virus, worms, bugs, unauthorized human intervention, or any other cause that corrupts or impairs the administration, security, fairness, or integrity of the Contest, Sponsor reserves the right, at its sole and absolute discretion and with or without notice, to adjust, modify, or terminate the Contest. CAUTION: ANY ATTEMPT BY ANY PERSON TO DELIBERATELY DAMAGE THE CONTEST SITE OR TO UNDERMINE THE LEGITIMATE OPERATION OF THE CONTEST MAY BE A VIOLATION OF CRIMINAL AND CIVIL LAWS AND SPONSOR RESERVES THE RIGHT TO SEEK DAMAGES FROM ANY SUCH PERSON TO THE FULLEST EXTENT PERMITTED BY LAW.

11. Disputes; Governing Law; Choice of Venue

All issues and questions concerning these Rules, including the construction, validity, interpretation, and enforceability of these Rules, or concerning the rights and obligations of any person in connection with the Contest, shall be governed by, and construed in accordance with, the laws of the State of Missouri, without giving effect to any conflicts of laws rules that would cause the application of the laws of any other jurisdiction. Any and all disputes, claims, or actions arising out of or in connection with the Contest or any Prizes shall be resolved individually, without resorting to any form of class action, and any judicial proceedings shall take place exclusively in the Circuit Court of Boone County, Missouri, or the United States District Court for the Western District of Missouri-Jefferson City. To the extent permissible under applicable law, each participant hereby waives any right to a jury trial with respect to any such proceeding.

12. Winner's List

For the name of the winner, mail a self-addressed, stamped envelope after September 28, 2026, but before September 28, 2027, to: Neighbors Bank, "Neighbor of the Year Contest Winner's List," 3621 Discovery Parkway, Suite 115, Columbia, MO 65201. Sponsor reserves the right to identify the winner on a limited basis (e.g., by first name and state of residence) or by providing fuller identifying information.

13. General

You agree to comply with all laws, regulations, and court orders applicable to your participation in this Contest. Sponsor is free to interpret these Rules in its good faith but otherwise sole and absolute discretion. Sponsor's decisions as to any and all matters relating to this Contest are final and binding. By participating in this Contest, each participant agrees to release Sponsor and the other Released Parties from any and all liability, claims, injuries, losses, harm, or damages of any kind caused by, resulting from, or otherwise arising in connection with this Contest, participation in this Contest, or the operation, administration, change, termination, or cancellation of the Contest.

Sponsor reserves the right, at its sole and absolute discretion, to modify, postpone, defer, or cancel the Contest at any time and with or without notice, and to disqualify any individual who Sponsor suspects has tampered with the nomination or judging process, violates these Rules, or acts in an inappropriate or disruptive manner. These Rules constitute the full and exclusive agreement relating to the Contest. In the event of any conflict between these Rules and any other statement, document, or communication relating to the Contest, these Rules shall control and prevail. This Contest is VOID WHERE PROHIBITED BY LAW.
